The city was on the brink of welcoming the Coyotes only to have its dreams snatched away by the Glendale, Ariz., City Council. In July 2013, the council voted 4-3 to approve a new arena lease for the team.

If the lease had not been approved, the Coyotes would have been bought by investment banker Ray Bartoszek and business partner Anthony Lanza and relocated to Seattle, according to Baker’s report.
